The thermostat allows the car to warm up before it starts circulating the coolant. The car has to warm up to a certain temp in order to function properly. Fan has to come on to keep the coolant level at the right value (180ish) or you would over heat. At the same time if you keep the fan on all the time it could keep the car too cool. Stock fan has a viscous clutch that does this duty. Electric fan simply shuts on and off to control it.
